I unplugged it and the idle droped as suppose to, also i tried a known working one that i had, same thing so i would say its working.

 

UPDATE: SO i ran the base idle reset and TPS was at .98. I took the filters off the injectors and gave them a good cleaning and took apart the maf and cleaned eveything real good.

The high idle is basicly all gone, the only thing that remains is sometimes on start up it surges alittle or after crusing down the road and coming to a stop it surges when put in neutral and even died once. Any other suggestions
