I scored my car for $2,500 with 107k on the dial.
And it had been completely gone through about 10k miles before, with full tune up, water pump, timing chain, water hoses, bbk cai, wires, plugs, full exhaust, and more just can't remember. The only thing wrong with it was chipped paint and cracked windshield.
I was happy.
Point of the story is take your time and one will present itself, I looked for about 6 months before i found this one, and it was well worth it.

I'll sell you a high 11 sec N/A Notch that is very well capable of running in the upper 10's on the already installed 125shot for $6500. It's clean as hell to boot. Check my garage link in sig for a boat load of pics.

some mods are good.... the cost of the mod isn't even worth half the caost of the parts and nothing of the labor if you get what i mean....
but a highly modded car probably means it was heavily driven at the track
so you wanna look for torque boxes all tore up, or possibly reinforced properly would be a bonus
if they are not the mods you would go with (like short headers as opposed to long tubes) act like it's detrimental rather than a bonus to you
act like you want an all stock car and try to bust him down on the price
as far what to look for... just take their word for it if you can see it... ask for reciepts and get internal parts in writing on the bill of sale just in case they are lying

A majority of the population has never driven anything faster than a 14/15 second car. Your first time driving a car that has the power to do even 12s seems like a rocket ship, let alone a 10 second car. The butt dyno is never as accurate as we'd like it to be.

Shortly I will be selling my mustang, I still need to replace the chipped up windshield and a couple of plastic pieces on the interior. It is a street car with pretty much everything replaced and I have never raced it. Here is the car:
