Floor Pan Question

OK, so the pictures are the best I could get of the floor pans. It seems like they are pretty clean. I was thinking about sanding it down a bit to remove the rust and then coating/painting them.
What is everyone's experience with POR15 and is there a automotive paint similar to rustoleum?

You really don't need to take off much surface rust if you are going to use POR 15. Just paint the floors with it after you have applied seam sealer to the seams. But, I would go ahead and either wire wheel or sand the worst of the spots before applying the POR 15. As far as a top coat paint, you can either go without it, or use something like Krylon. It really doesn't matter since the floors aren't going to be visible after you re-install the carpet. Underneath is a different story since it will be visible if you crawl under the car.
