In california if you let your tags lapse when you go to renew them you could have to pay 3 times the normal registration fees after only 3 months of being late. Even if you sell the vehicle the new owner in California has to catch up on the fees. If you non-op it you pay a registration fee that is relativly small and don't have to pay any late fees when you go to re-register it.

in Ca it means the fees (less than the full registration) are paid to keep the registration current but it is not legel on the road
