Will not turn over?
What are you grabbing to turn it? It's hard to just turn it by the harmonic balencer. Make sure the belt is tight, and turn it with the fan or somthing. if the belt slips, push it down on one side, and it'll tighten it. if all else fails get a rachet turn it with the bolt inside the harmonic balancer.(if there is room.)
Take the sparkplugs completely out and see if the starter will turn it. If so, you may need to jump the car with another battery or a jump start machine to get it to turn over with the sparkplugs in. maybe spry some Marvel Mystery Oil in the cylinders while you have the spark plugs out. If it won't turn over with the spark plugs out you probably have the clearnces too tight on the mains or you need a high torque starter. It should turn over with a breaker bar on the crank bolt at any rate. Remember the crank pulley will turn clockwise.
The only TRUE way you're going to see if the engine is sized is, pulling the starter. Are you sure you have the correct starter and fly wheel in there? It’s possible if one is the wrong one, you could be jamming the starter in there against the flywheel and never be able to turn the engine. Like I said, pull the starter out for testing then try and turn the engine.

The thing is though, he should still be able to turn it over, even a little bit, by hand. I know they are hard but they will still turn over. I could turn, barely, but still could turn my 289 with 10:1 compression with the plugs still in it.
If he has the wrong starter or flywheel in there and they are jammed together, he will not be able to turn it over. No way..
It's an easy thing to just take the starter out and remove that variable. Then, if the engine will not turn over, it a seized engine or something going on the the tranny (if its an auto).
