Will not turn over?
When you first put the TC on the input shaft of the transmission, you will be able to turn it. Then you will feel it pop into a grove and go onto the shaft about an inch or so more. Then its seated and you still should be able to turn it.

How can I check to see that the tq is seated correctly?

Everything is looking good. I put the tq on the trans shaft, no problems. It turns without issue. I am going to bolting the engine up here shortly and will give it another shot at turn it.
More to come..

Final update from me on this topic. The engine started and is looking good. The only problem now is it looks like I may have damaged the main trans seal when I installed the torque converter wrong the first time.
