kind of flywheel or flexplate <snip> get this kind of balancer??
Simplified, if you have this weight flywheel/flexplate, you need the same matching weight balancer.

Okay here's the plan. After the boss and I move I'm getting the CHP 331 short block, comes with performer heads(but I don't know what kind of block they use) performer intake, 600 cfm carb. Keeping the a/c and p/s on there switching to a 1 wire alt. pertronix II dizzy and coil if any of that stuff matters. I suppose I really havn't thought of what flexplate i'll be using. I am planning on rebuilding the c4, maybe adding a shift kit, and a "better" tourqe converter, but if I keep it stock would I still be using the 28oz?
Ey dos mio my head hurts!!

Depends on how CHP builds the 331. If they build it with a 50oz. balance, that's what you need to follow. Ask them how it's balanced. You may even have an option from them.

All the engines we build are late model roller blocks and every Ford external balance is done 28 oz no matter what year or kind of car its going into. I know this because I am the one who does all of the balancing

BS flag...in the early 80's the 302/5.0 went to a 50 oz balance from the factory. Prior to that, all small blocks were 28 oz.
Whoever builds your engine should state, in writing, which it is because if you use the wrong balance on both ends of the crank, damage is quite possible. They would be liable if you used what they said to and they turned out to be wrong.
Don't mess around with this, be sure.

The point is the block has nothing to do with the engine balance. Balanced parts are crank, pistons, rods, rings and bearings. that is for internal balance external you just add the harmontic balancer and flywheel. If you don't have it right the whole car will shake its self apart. As some one stated in another thread if you don't know what your talking about do not post disifomation we're all here to learn from each other.

1982 and later crotating assemblies need 50 oz, all 351w/289 and 302 prior to 1982 use 28oz

do you know why that is , I didn't think so that is what they came stock but do not have to be that way when rebuilding or stoking they don't even have to be external.
