Don't drill the holes. It could be a heater core leak of cowl problem. Does the wetness have a smell of antifreeze???

If it isn't anti-freeze then it is a mystery. You might have some residual water sitting in the cowl and it takes it a while to seep through. My guess is that it is coolant and you heater core is leaking, or maybe one of the heater hoses. But that doesn't explain why it is on both sides of the floor. Is there liquid up under the dash?

take a garden hose and turn it on spraying in the cowl vent if it leaks in the floor then its that if not heater core is leaking or something else odd
