Sounds like either 1) your Constant Voltage Unit (the small retangular items piggybacked to the back of your instrument panel) is not putting out the requisite 5V to drive your gages, or 2) you've got problems with your gas tank sending unit and your water temp sending unit.

Start troubleshooting by disconnecting the lead off the water temp sensor on the motor. Now turn your ignition to ACC and while watching the temp gage, have someone touch the lead to a good ground. This should cause te gage to rise slowly and peg full right. If it does, then you've got a sending unit problem. If it doesn't, then your CVU is bad.

the gas gage sounds like the float on the sending unit may have a hole in it. replace the senting unit its not hard drain the tank unscrew the locking ring remove the sending unit. install new in reverse order with new seal. temp gage could be a bad sending unit or a bad gage or even a broken wire. sending units are cheap so I would start there and work back to the gage.

Living where you are, it's Mustangs Plus as a very reliable Mustang shop.
- Being it's 64 1/2 with a 302 (not a 64 engine), do you have an alternator or generator?
- How long has this problem existed?
- Did you do anything in any of the wiring, under the dash or engine compartment?
These are questions to help us do any type of trouble shooting. (I sound like a doctor.)
