I think the problem is in the idle screws.When they are not feeding equally on both sides this will happen.Adjust them by turning them in to where they are tight,count how many turns it is.It should be around 2 full turns out each side.Im betting there is a difference in the amount of turns you find.

Either the needle has a piece of trash on it in the carb or the float is sinking. Just my .02

On edit: I see that Pony is saying the float is sinking and could cause the problem. If the float is sinking, it has a hole in it and will not allow any gas into the carb bowl. If that is the case, then take the carb apart and shake the float. You will hear it if the float is full of gas.

The booster is the large, round, canister shaped part that is behind the brake master cylinder. It has a vacuum hose routed to it. Surging is when the idle speeds up and then drops, the speeds up and then drops.
