I am trying, without any luck, to find a 69 clutch pedal. I am curious if maybe a 68 or 70 would fit with a little modification?

The Ford Car Part manual shows two different part numbers for 69 and 70 clutch pedals so I guess you are limited to 69. There is no difference between the 6 and 8 cylinder applications however. Many mail order stores 'lump' years together, 67 and 68, for replacements, but somehow the'universal fits all' - don't.

69 and 70 clutch pedals are the same. The pedal support (the bracket assembly that holds the clutch and brake pedals) is different. it doesn't mount the same between 69 and 70. You can use the pedal support from an auto. you just need the plastic bushings, return spring andspring bracket. if your going hyd clutch you don't need the spring or spring bracket.
