well i pulled the cable out of the tube and re-greased it "i think it was grease" with what came in the box and sprayed the wd40 in the speedometer and there is no longer a bounce in it except for deceleration, as i speed up or keep a steady speed it doesnt bounce... im not sure what else to do... however short of replacing the gauge im satisfied.... thanks guys
