Of course a smaller carb will let the engine run. You will lose mid/upper range performance due to a lack of air flow, and can significantly alter the fuel/air ratio. It will most likely lean out, which you really don't want at higher RPM's.

My 390 is a factory HiPo with the cast iron intake. It has no problem hitting 6k RPM at mile high elevations. Don't let the cast iron intake fool you, it may not be as good as the stuff now, but it will let that 390 turn very hard.
