I agree, just make the best patch you can and weld it up, you won't be able to see it when the car is reassembled. The cowl drains in the bottom of that panel, over time the drain gets plugged up with debris, holding in the moisture until it starts to rot.

You will have to make your patch, nobody sells that par. Cowl = fix it yourself. I have to do the same on the driver's side of mine.

Here are the pictures of how I repaired the lower portion of my side cowl. None of the pieces I fabricated had complex bends, just simple bends over the side of my workbench. I used a total of 3 pieces to make this repair. You just need to make sure the vent assembly still clears. The way mine is it still does.
