water leaking in

I have found that the water leaking in the passenger side of my 66 coupe is coming from a hole behind the kick panel. The hole is directly below the hole that the antenna wire comes through. When i poured water between the door and fender it came out of that hole. What is causing this? Thanks

I'm pretty sure that hole (about the size of a $.50 piece, right?) is supposed to have a rubber plug in it. And sets of these plugs are available from most parts vendors for cheap.
