does the fuel gauge work?

Check the following

1. is the cluster grounded. Make sure the cluster is not touching anything foreign

2. is the regulator burned out behing the cluster?

Fuel gauge is not yet connected so i don't know, Grounds are superbly grounded (in 3 places, over kill), the cluster in not touching any thing else, i have it sitting on a towel on top of the stearing column. as for the voltage regulator i don't know if its working or not (can i test with a test light)?, i did modify it and installed a 1apm voltage regulator. I thought if it did not work i would get no responce on the gauges at all?

For some reason when I tried installing that "upgraded" voltage regulator in my cluster, it did not work. If you have the old one, pop it on and plug back in the cluster. Make sure everything is installed and plugged in properly in the cluster. Make sure none of the gauges are touching the rear housing by mistake. Your gauges should work.

The lights and the "mechanical spedo" will work (if you have one) if the regulator is toast. I blew through 3 regulators before I tracked don't my problem. They are a bit expensive if you buy them new. If you know a place to buy them used I suggest that you pick a few up until you track down the problem.

If you looking for a new one, believe it or not, NAPA still keeps them in stock and they are less expensive then buying one at a mustang parts dealer!

Pegged gauges mean the signal line to the SU is getting a direct ground.

Please explain this comment in detail ?

"Grounds are superbly grounded (in 3 places, over kill), "

Sending units ground through their casing.. no need for extra ground wires

What is grounded to cluster housing ?

The mounting plate on the ICVR is a ground attachment and the 2 buttons are for SU pulsing signal

I think you have grounded the signal connection to ground
