Default Secondaries

Hello all, I just picked up a 70 Mach with a 351c and a holley 4 barrel. I am trying to figure out why the previous owner did not have the secondaries working. The car was not a daily driver but a monthly driver, so I know its not a fuel issue.
Thanks for any input.

How did you figure this? Is the rod disconnected? I can't think of why this would be done, unless he had teenage children.

Perhaps a mistaken attempt to increase gas mileage? How do you know they are not working? If you post pictures, we can help you fix it.

the PO probably never knew ... wouldn't surprise me
or you tried it in idle just revving up. they shouldn't open there (no load).
Do you know from driving they don't open up or did you test it at idle?

you can use the paper test method to figure out if they are working...
Place the small sheet of paper with a hole in it so it can be placed on the plunger rod. Place it so its flush with the base of the 2nd mechanism...If the 2nd activate it will force the paper down the rod.
