I think you need to be a little more specific if you want some good advice.
Assuming you have a basic 302 in an early ford:
start with an aluminum intake and a 4 barrel carburetor
then headers
When you have more money:
install the heads with an appropriate camshaft and new lifters
If I was on a budget and wanted to build mine I would wait until I had enough money to do it all at once.
I would:
have the heads rebuilt
select a cam for my heads, transmission, rear end gears, tire size and driving habits
buy an aluminum intake
buy a four barrel carb
buy headers
buy new gaskets for everything in a kit
flush out engine coolant
pull the motor out
replace all the gaskets and install new parts
install motor
new aluminum radiator
tow to muffler shop
pay to get dual exhaust installed
Make sure your headers work with the GT40 heads, your transmission and car.

I'm a big fan of the C9OZ-C, it's Ford's hydrualic version of the 289HP. It's a .470 lift, 218 @.050 (290° adv.).
Here's a thread by a guy who used one, got 321hp using stock iron 289 heads with port-matched exhaust:
67 289 Dyno Results

2+2: that's impressive!
the gt40s are a good update, so your friend is right, but you might need new headers for that. anyway, for the cam we need to know what rear end, gearbox and tyresize you're having. and driving style
