What type of tool is used to set the rivet on the quarter panel snaps that hold on the top boot?

 

Mine are screws not rivets. Are you sure rivets?

 

yes, the quarter panel snaps are semi tubular rivets. I just don't know how put them on.

 

If you are talking about the snaps on the quarter trim panel, in the interior, they require a special tool the way Ford did them. For your purposes, just insert a 1/8" pop rivet from the back. The snap kits I have used come with them.
