The insurance companies want to be able to reduce their payouts by requiring both parties to pay their respective deductibles. So coming to a "sudden stop" makes you 50% at fault if you get rear ended.

So if some jackass is driving with his bumper up your tailpipe, and the traffic light turns red, and he hits you, it's your fault? Sounds like they're taking equality too far, tovarich.

Oh no. You can be still be cited for causing the accident but your insurance company will pay for your damages and the other guys insurance company pays for his regardless of who is actually at fault.
Only after you exhaust your insurance can you seek redress from the other party for damages.

It's not the "No Fault" insurance that Fastback described, they tried that for a couple of years back in the seventies but it didn't work. The cops figured they didn't have to determine blame in most accidents, and the word got around. People with junks were ramming nice cars and yelling "No Fault" out the window. I knew a fellow who bought bombers and made a hobby of it.
Now it seems instead of NOBODY at fault the insurance companies want EVERYBODY at fault.
If someone rear ends you and you don't make sure they're written up for following too close, your insurance company is going to ask you a lot of questions about why and how quickly you stopped. They may decide you acted in a manner that unfairly surprised the driver who drove up your butt. That way you have to pay your deductible and they get to add points to your driving record, increasing your premiums of course. You have avenues of appeal but you'd better have evidence and time to blow as we all know how slowly the wheels of justice turn. It's quicksand.
Insurance companies are worse than the Mafia, if you take money from them they want it back. To increase their options for getting "their" money back the game is rigged in a thousand million little ways in the Commonwealth of Massachusetts.
