Question Dielectric Grease

Is the little packet of bulb grease that you get at the auto parts stores the same as dielectric grease? The instructions say to put it on the base of the bulb. Does that mean the brass neck of the bulb, or the contacts on the bottom of the bulb, or both? Will it interfere with the flow of electric?

if it was clear, its dielectric, if its white, its litium. It goes on the base of the bulb to stop corrosion or moisture
