Alright after 40 mins fiddling with the balancer and dizzy I got it to drop in perfectly at the 1 O'Clock position, set the cap right and it's sooooo close to starting, you can hear is start puffin exhaust out but sticks there refusing to start up. I'm going to let the gas evaporate a bit and give the battery a rest and play with advancing/retarding the timing, seems retarding it helped a bit last try so ill give it a bit more.

Does your damper wheel have the TDC mark on it?
using the balloon method might not get close enough to TDC for it to run. (so guessing from here would be a valid option by trying more adv if no luck then more retard)

Best solution would be to fine tune it by finding the TDC mark on the damper wheel rotating the engine with 15/16 socket until that TDC mark is under the indicator

Then again set the dizzy so the rotor is under plug 1.

It does and that's where I had it, just had to move it a few degrees off the mark to get the dizzy to seat.

The engine was flooded so i cranked it w/o spark plugs to get out the gas, letting it evaporate and hopefully it will start right up.

Okay do keep in mind that Texas is right. You do seem a bit obsessed with 1oc. We have a known starting position (TDC) AND plug wire 1. The thing turns in a circle only one way. It cant turn backwards and it cant skip any section because its forced to turn in a circle.

The system is oblivious to where plug wire 1 and rotor start 12oc, 1oc, 3oc,10oc, it cares not so long as they start together and at TDC...

so if you have it between 1 and 3 oc you have simply accomplished a normal starting position...that's it.

Your firing order is correct...you dont have plug wire 1 going to 2? Or any messed up combo?
