Default electrical noise?

I have been playing with my electrical now for a few months and after getting everything back in order i went to put the gauge cluster back in. When I put the cluster in and turned the battery on i could hear what sounded like a clicking buzzing noise kind of like something was shorting out. When i keep the battery on and take the cluster out the noise goes away but when i put it back into the dash the noise comes back. I don't see anything that could be shorting out? looking for any kind of help.

sorry for the long post but wanted to describe my problem the best i could.

The only things that can buzz on a 66 dash are the gauges or the IVR. 2of the 3 however are not "hot" with just the battery hooked up unless the key is on. that leaves the ammeter as the most likley culprit. 1. examine that you have the correct wires hooked to the ammeter 2. pull the wires of the ammeter and see what happens
