Looks like they were trying to make a custom dash... one that is straight.

FINALLY SOMEONE ELSE SEES MY PROBLEM so im not crazy ... does any one know a way to fix it?

If it was me, I'd look for a parts car and drill out the spot welds that hold the brackets to the dash! Then spot weld them into your car, but before drilling them out of the parts car dash, make sure you take measurements, so when you go and weld them into you car you'll know where to place them! I'm sure you'll have no problem finding them, tons of parts cars around! Good luck

Oh yeah, one more thing! It might be easier if you find a car without a windshield in it. It will be soooo much easier to drill out the welds; you won’t have to fight the windshield.
