You might want to go a good local tire shop and see if they have some wheel and tire cleaner. My dad buys something that comes in a big bucket and its works really good (and lasts forever, last bucket lasted for 20+ years). After I wash the chrome rims on our car I dry them with a terry towel and then hit them with some Mother's Chrome Polish aplied with a terry appicator pad. It really makes them shine.
