Default Smashed in front bumper

Well, I dont post on here too much, but I'm in a dire situation. I was driving down the road at night and went into the turn lane and there was a huge 2 foot chunk of solid ice sitting in the road. Well I slamed on the brakes, but of course there is tons of graval still sitting in the road from all the snow we have had in Colorado.
So yeah I have smashed in the corner of my front bumper and I'm going to need to get a new one. What route should I take? BTW, the car is a black, of course 2000 V6. I like the Saleen bumper alot but its 600 bucks! I could also just buy a replacement but I have no idea how much less that would be.
Also it was night out and that section of the road had absolutly no lighting so its basically an invisible death trap! Would it be possible to get the city to pay for this at all?

I'll get pics up as soon as I load them onto my computer.

Another question is why are these ebay bumpers so much cheaper.

They are made of fiberglass and the ones on other sites are made of Polyurethane and what is the difference and is it worth that extra money?
