If Location wasn't the issue we would totally have your car spotless and looking good! Best thing I can do for you is suggest this video

I find that water spots are closely related to the kind of wax you put on your paint. The tougher the wax, the tougher the spotting can be to remove.
I have used a product in place of wax that seemed to leave a static charge on the paint that attracted very fine lint but this product did not have a problem with spotting.
