They'll pay as long as she accepts responsibility. But if she says she's not at fault, they won't pay.
Allblack confused you by using a double negative.

And if she says it wasn't her fault, then you need to file a police report (which in Washington anyway, you're supposed to do on all property damage accidents exceding $500, or something).
