Default 89 ranger

I know its not a mustang but my friend needs some help.. he just bought an 89 ranger for 900 bucks this past weekend. The fuel gauge does not work.. what are some possible problems?

i have an 86 ranger and mine doesnt work either. when i fill it up it stays on E, but usually it will start working once i burn off about a half a tank. i would guess the float in the gas tank is probably messed up, but how it gets messed up i dont know.

It can be a short along the fuel guage circuit or a bad sending unit.
