I have a 96 Convertable and the drivers side when latched closed leaves 3/8-1/4 in space and leaks water. I see that the hook is threaded, is that how to tighten it down?

yes...look closely at both sides of the hook though, there should be a small screw, mine has a little hexagonal nut that you have to unscrew first before you can adjust the hook. Also check to ensure the small pole on the top that slips into the slot on the top of the windshield is screwed down tightly as well.

Make sure to check the weather stripping also. Not likely that the top went out of adjustment. More likely the weather stripping is damaged.
