Default 99-04 Tail Light condensation

Tried the search with zero hits....so here it goes.

I have a 01 GT and the drivers side tail light has condensation built up inside. It actually looks like it is creating patches of black stuff in various places. (like the backup light "chrome" reflector for instance)

1. Is it possible to pop off the lens cover, dry out the condensation, and re-seal the unit?
2. Anyone know what that black stuff is and can it be cleaned up?

Thought I would pose the questions before I pull it off and get busy!
