Default tail/brake light brightness, help

One of my brake light bulbs is not working properly. It turns on partially for the tail light, but does not get brighter when I hit the brakes. Is this a wiring problem, or a bulb problem? Appreciate the help.

start with the bulb replace it cuz i think its like less then 5 dollars and if that doesnt fix it you probably have a bad connection somewhere or high resistance in the circuit

Check the filament in the bulb as the brake and taillights have a dual filament in them. One filament is for the taillights, and when you hit the brakes, the other filament lights up, resulting in a brighter light. My 93 had that problem. One of the filaments burned it itself out.
