Default 2006 Mustang, no air flow from defrost outlets

Picked up my son's Mustang from shop (needed inspection, no repairs done). It was a little rainy so I turned on defroster and switched fan to high. Air only came out of floor vents. Temperatures and fan speeds were correct. A/C works and cool air comes out where it is supposed to.
My questions are:
Are any of the actuators/blend doors on this car vacuum controlled or are they all electrically controlled?

Where is a good place to start troubleshooting?

Could my son have left something disconnected on one of the control switches when the console was apart to reapair a stereo problem?
