Default '88 5.0L LX - A/C problem

A/C seems to work fine, compressor kicks off and on, blows cold air, but only out the heater vents in the footwells. I'm assuming it's something to do with the blend door....either a vacuum leak or disconnect, or if there's a servo motor that operates the blend door, then maybe that motor is bad? Any ideas?

When you put it to norm ac does it come out the top as well?
Does it come out the dash vents on mix or vent?
