Question What Type Pliers Are These?

Found these in an older auto toolbox. Anyone know what they're used for?

Not sure if this is it, but that little notch looks like where the end of a brake cable would sit when tightening up brakes on a bicycle. I have drum brakes on the rear on my mini chopper and that looks like the perfect pair of pliers to grab ahold of the cable when taking up the slack in the brake line. Could be wrong though

They are notched to make it easier to grasp, squeeze and install / release spring type radiator or other hose clamps found on so many cars.
