The set from XenonDepot looks like a good deal. Note there is a statement in the link from redmustanggt that they include relays in the wiring harness; this is very important. In looking at the ShifterGaskets link, the fog light bulbs offered to match the headlight kit are simply painted halogen bulbs and not true HID bulbs, so I would not recommend using them.

hid from the factory aren't illegal. aftermarket ones usually are (check your local laws). the reason being is that most of the ones from the factory are self-leveling and blinding others aren't much of a problem vs. the aftermarket kits.

 

Headlight are adjustable if need be.

I have never been flashed by oncoming drivers or pulled by the police because of them in the past two years.
