Sorry, upon further review this may be the JLT Power Stack filter that appears to be pre-oiled.

If you can see the picture (like I posted before) you will see a cotton, oiled and washable cone air filter.

Buy a K&N recharge kit from your local auto parts store and clean it. Always flow the water from the inside out.

I don't see what anyone says till the O.P. clarifies. I have dry filters, that's what I use mostly,
and they dirty the same way. I WAS NOT assuming it was oiled, and there is nothing in the
picture that clarifies that it is an oiled filter.
