I think my shocks are bad, could it be anything else?

I think my shocks are bad, could it be anything else?
Basically when I go over SOME bumps I hear a creaking noise coming from the back passenger side. When I push down on the back passenger it presses down and then slowly comes up and makes a creaking noise. The driver side rear if I push down on, its very stiff and hard to push down.
Does that mean I probably need to replace my shocks or what else could it be?
