2 keys needed to program new smart junction box?

2 keys needed to program new smart junction box?
I got a new sjb for my 08 gt took it to ford to get it programmed and they are telling me they need both keys to be able to program the new box but the tow truck driver lost my other key. I dont understand why they need both keys there is nothing special about them. So my question is do they really need both keys or are they trying to get more $$$ out of me
