Default Problem with Fuel Guage or Pump/Sensor?

For a while now I've been working on replacing a lot of parts on my 99 3.8L NA Coupe, so far everything is going well but I want to replace my entire frame, maybe go for a heavier frame and a lift kit, but I'm having an issue figuring out if my guages are all messed up or if it's my fuel sensor/pump.
My RPM, Mph and temp guage work, but my fuel and battery are stuck in one spot, have been for while now.

Any advice on what the problem may be? Technicians around Southern Ontario won't work on my car unless I pay an arm and a leg, which I don't have

Not sure about the battery, is it moving at all?


The fuel guage may be a stuck float in the tank, sometimes just rocking the rear of the car up and down can get it to move freely. Dropping the fuel tank if it's stuck isn't that hard, it's basically a couple of bolts and some electrical connectors
