Default Non Mustang ignition issue

I really don't want to join another forum, especially a NEON one..... but a friends car has a problem thats turning impossible but probably common to other makes. It wont start. Kicks over for a half second then stops. The starter was checked by a local shop and they "say" that it's ok and doesnt need a rebuild, it works. The battery was changed, no difference. (mind you these werent MY suggestions, they were done before I got ahold of it...) I checked the fusible link box and they looked good, but I swapped them around anyway and no change. I did the same with the relays, no difference. The neutral safety switch was changed; it wants to start but it seems like something is cutting power. No dice. So as a last resort I changed the ignition switch because its cheap and one less variable, STILL WONT START. Now I'm wondering if this shop he had check the starter actually checked it..... Next step is going to town with the multitester, but I need a second set of hands to turn the key.....What else could it be besides bad wiring?

I'd look at the starter AGAIN.
