Ok, what the heck is a Noise Suppressor?

When re-installing the alternator it says to insert one of alternator bolts through the noise suppressor. What the heck is that? There no illustration as to what it is or where it goes. Is it mechanical or electrical? Is it the little u shaped plastic piece with the wire coming out of it?

Any help appreciated!

Yeah the pics in the install manual aren't the
greatest. it looks almost like a special type
of washer?

Also, if you look at the alternator, you will see the
connector near the 12 o'clock position. A lot of
self installers "clock" the alternator housing, to rotate this
connector. The stock intake can rub on this connector
over time, possibly damaging it.

you may have already planned to do this...
