Good Lord, are there any mods I'm allowed to do in California?

Alright guys, resurrecting my own thread again.
I've started looking at centrifugal superchargers more seriously. Now, the big question is, are any of them legal in Californistan? I looked on the CARB website (horrible thing to navigate btw) and it said that the Vortech and the Paxton were legal with the stock airbox.
"The Supercharger System for the Ford 4.6L Mustang includes the following main parts: Centrifugal supercharger with either a 3.6 or 3.8 inch diameter pulley and a 6.6 inch diameter crankshaft pulley, intercooler (optional), supercharger by-pass valve, air intake tubing, open element air cleaner (applicable model years), ECU upgrade, mass air flow sensor housing, replacement high flow fuel pump, and fuel injectors. The open element air filter is for 2005 model year Mustangs built after April 30, 2005 and 2006 model year Mustangs only. The applicable stock air cleaner housing lid with the hydrocarbon adsorber or the hydrocarbon adsorber puck in the intake on 2005 model year Mustangs built on or before April 30, 2005, and 2007 to 2010 model year Mustangs is retained. The stock radiator thermostat is retained. The breather hose may be replaced with an SAE30R9 rated hose. Maximum boost is 12 psi.
However, on the companies' websites it says that the 2010 systems are not legal in CA. Does anyone know what is going on?

You could always move to Texas...My Cobra's last inspection was done at the Ford Dealership...came in camming, headers, O/R midpipe, and 1 chambers with turn downs....inspection process here is real simple...

I am in Philly, PA we do the plug and play test, much like Maryland. Plug in, 3 green lights, slap sticker on window.
Maryland was more fun as you had about 2 years before needing emissions.
So you could drop the cats and when you get your notice have them back in, tuned back to stock and go pay your $14.00 and be done in 20 minutes if you lined up at 6:45am. Be home in enough time to drop the cats, retune it back to insane race mode to go test and tune at 75/80 on a Sunday.

So there aren't any smog wizards who are subbed to this thread to help decipher this EO crap? I guess I'll stick to my CAI(which is also illegal btw), tune, and gears to avoid any trouble. Arizona, here I come...in a few years.
