What state do you live in? It may not matter if there's no emissions at all where you live... or, if there's emissions but no visual inspection just get some MIL eliminators or a tuner.
If your state does have VISUAL inspections personally unless you have access to a lift it sounds like it'd be too big of a pain in the butt to swap out midpipes everytime you have to get inspected, IMO. I'd just go with the hi-flow cats then. But then that's just me some folks say it's not that hard to change out on jackstands...
And personally I've never heard of anybody getting pulled over because a cop was able to tell he was catless on the road...

Well I should also point out it depends on what county you're registered in as well... I live in PA too... in Allegheny county where I'm registered you only have to pass an OBDII inspection once a year so if you use a tuner or MIL eliminator's to turn off the check engine light you can probably pass without cats. In some rural PA counties they do a visual check too, meaning they will physically look underneath the car to see if cats are there.

worried about the same problem. i live in KY and i dont think i have anything to worry about so thats why im gonna go with long tubes into a cat-less exhaust but i haven't made up my mind. cant find any emissions laws for KY anywhere.

I have a 94 with long tubes and no cats but the problem with the 94-95 is that noone that I kow sells the MIL eliminators so your check engine light will go off and on I just spent $500 to have my car chiped and along with that they turned all that crap off but I drove it like that for about 2yrs. also note that on a 94-95 with long tube there is some cutting of the brace underneath if you have a conv. hope this helps.

own a coupe so i guess the whole cutting thing wouldn't be a problem? the check engine light isn't that big of a deal to me either. i have a friend who (works for cummins!) just bought a 1200 tuner and he said that once he tests it on his car he wants to tune my stock mustang to see what he can get out of her. should be good times!

You can check this site to see if your state requires emissions testing. Just click your state on the map.
PA requires testing once a year.
KY no longer requires testing.
