It all depends on what you want to do with the car and/or feel needs improving. For example it is a daily driver, a beauty queen with 20" wheels or a hard core road course track day car or quarter mile car. The more information you can provide to the forum the more responses you are likely to see.

There is also a sticky at the top but at over 350 posts is getting to the point that the effort to read it all might be a little overwhelming. https://mustangforums.com/forum/s197-handling-section/87810-lowering-your-05-06-mustang-gt.html

PS- as you can see from my signature mine has been heavily modified and a lot of what I decided to do was learned here.

I'd probably start with the lowers and see if that was all I needed. It's an easier installation, and gives you the opportunity to square the axle in the chassis at the same time. Of course, that means that you have to be a little careful not to screw up a good OE axle alignment.

Adjustable lowers will also let you cope with lowering and/or the installation of relo brackets if those are future possibilities.
