Shepard ran his best time of 7.7 at 191 mph using Mickey Thompson slicks on all four tires. Regardless, yes his car is nasty.
The 1g turbo is the 14b and it is capable of pushing around 20lbs of usable boost. If you upgrade the stock fuel pump on the 1g, you can easily run 17-18psi with no problems. A 1g with downpipe, full exhaust, intake, fuel pump, and boost controller can easily see mid to low 13's with a good aggressive driver. 2g's on the other hand used the T25 turbo which is much smaller then the 14b. 14b is actually a common cheap upgrade for the 2g's. A 2g with the same bolt ons as the 1g using the stock turbo usually sees low 14's, high 13's.
To the original poster, if you can hear his turbo, he's not stock. Completely stock DSM's were relatively quiet. Once you get a intake on them, they speak up more. If he is AWD and very mildly modded, your only chance is to race from a roll. The AWD's will destroy lots of things out of the hole, but they loose quite a bit of their power through the drivetrain. If he is FWD, I'd try and do the exact opposite and go from a dig and try to edge him out with a good launch from the RWD. These cars are light and stock have comparable HP to your own.

shep ran high7s with street tires...and im pretty sure that last year he got into the deep 7s with slicks. its sick.
im only running stock boost, with the stock boost restrictor...so around 10psi with the full exhaust, but ive been told that removing the restrictor will give me another pound or so...and the 1g will handle 14psi at the manifold with no other upgrades, and 14-15 is around the max for the stock turbo..some guys are running it higher, but it will only spike higher, and flatten out to around 15psi.

my 1g has full exhaust, balance shafts removed, and that all for the time being, and it ran an 8th mile about tenth quicker than our truck did, and the truck ran 14.80s in the quarter. not blinding fast by any stretch, but fast enough to give a stock-ish S197 sixer one hell of a run.
funny that this post resurfaced, as i had some little girl in an S197 vert "rev" at me yesterday at a light, and the race was over in a hurry...it sounded like an autotrans.

it was my understanding that pushing much more than around 17psi from a 14b was heavily overworking the turbo, and that it would only spike, and not maintain that boost level, in stock form?

The 14b makes great power between 18-20 psi. Some people have pushed it past that even but that is severely overworking the turbo. As a matter of fact, the 14b was the first turbo I used on my 99 GSX. That turbo with bolt ons pulled my full weight, leather interior, all options, Automatic, GSX to a 13.345 @ 102mph. With a manual car, it would have easily gone 12's. That was only on 18 psi and pump gas as well.
1g's got so much potential it's just plain sick. There was this one guy that showed up to the track with his stripped 1g AWD 5 speed. The only thing he paid money for on a upgrade was a boost controller and K&N air filter. For the exhaust he just removed everything except the downpipe, put a K&N air filter on the modified stock intake, uped the boost to 20psi, used race gas from Marathon as a band aid for lack of fuel, removed spare tire, jack, back seat, and passenger seat. That car went a best of 12.8 that night at 105mph. Granted it wasn't the prettiest car there but that is just damn impressive on what you can do with the stock parts and 100 bucks.

my 92 turbo AWD laser (same as a 92 talon, a little lighter as the laser has less options) went mid 14s with a boost leak..the only mods are turbo back exhaust and balance shafts removed. there is alot of free power to be had from turbo DSMs.
from what ive seen 4.0s do in person, if hes stock, you should be able to run with him...however, it takes VERY little work to put them into the 13s...and ive seen an almost stock AWD turbo DSM do it in person many times. some guys have done it with just what i have done to my car, but they have more experience launching them than i do...
28hopup has similar mods to yours, i believe...and he ran mid 14s, if im not mistaken...
the bottom line, if he can drive, and its a turbo car, youre not going to embarrass him...it will be a very tight race. if he has even slight mods, he should take you. however, they also made NA models, which ive also raced...we took a FWD NA model and ran low 16s with it...with a new clutch and 75 shot it went 14.90s...so if it is an NA model, you should SMOKE him..
for the turbo models, it depends on how well he can launch, what mods, etc...there are guys who have gone 10s with the stock turbo on a 1g DSM, so a turbo change isnt needed to make big power...that car was stripped down, but ive seen stock turbo cars go into the 12s.

owned 1 of these, and 3 others were in the family. Not exactly the most reliable cars on the road (far from it) but they can be made realitivly quick fairly cheap.
Ha...I've decided I'll let him keep revving. I saw one the other day in town, not sure if it was the same one...But he revved at me and had the loudest blow off I've EVER heard.
...He was going like 10 mph.
