Steering Column/Stem help PLEASE!

Exclamation Steering Column/Stem help PLEASE!

OK so the patient: 1995 Mustang GT. Stock suspension.
problem:
Steering makes noise. Upon further examination i found the stem that comes down from the column is loose. The rubber boot cover is not seated in the firewall. I tried loosening the first "Torx" bolt toward the inside of the car where the gold colored stem slides into the yoke but it doesn't move at all......
I'm not sure what to do here, or how to fix it.
Here's a pic of what i'm talking about. Any ideas????
