If your engine did ingest water and it was hydrolocked, it wouldn't turn over. You said it cranks over, so it's most likely electrical. As mention, just letting the car sit for a while usually works because the problem area dries out. As soon as you can, I suggest replacing old spark plug wires, rubber boots and depending on the year, examine your coil for cracks. Also, you can buy a silicone spray that you can spray on all of you ignition wires etc to repel water.

By the way, if you ever feel that your car is hydrlocked after you go through a flood, don't keep trying to crank the engine because you will cause serious damage. Always remove your sparks and then crank it over to blow out the water first. Then start the process of drying things out.

Well I took it to the shop to get it fixed because after three days it still didn't start.

So I got an Oil Change all new spark plugs and wires, the bottom half of the spark plugs were broken off (awesome) and my compression test was 75 haha. There was an enormous amount of water in the engine so they cleared it from the intake and everything else. Other than that, it's great! So finally I have my car back!
