but back to your question, id say get a cold air intake, you will feel better SOTP accelleration. at least i thought i did, mabye give it a tune up(spark plugs, wires, change oil and tranny fluid, new air filter) thats about the cheapest stuff i can think of

Under drive pullies, CAI, and intake spacer and free flow mufflers will add some. To feel like the most gain lower gears and a t-lock. You won't gain any power but it will feel like you did. Nitrous for around $500.00 will ad about 75-100 hp though.

You dont need aftermarket shorty headers because you stock ones are great, they are only worth it to get the MAC long tube headers. Then you need an X-pipe and full dual exhaust.
Your best course of action is to get a splitport intake conversion. You will need the entire top end of a 1999-2004 V6 mustang, get the lower intake from a 99-00 because it doesnt have IMRC's in it and flows slightly better than one that had the IMRC's removed.
This shouldnt cost you more than $500 for everything if you shop right, thats aiming kinda high too. That is not including the cost of a XCAL2 tuner from VMP that runs $400.
There are really tons of ways to go about modding your car, just read through the forums and decide on what is best for you at first. Personally I feel that a CAI, GT takeoffs exhaust and gears are the best way to go to get more speed, that will run you less than $500.

In my wifes 96 the CAI was notticable.
I am doing a splitport engine swap right now, we bought an engine with 51,xxx miles on it for $650 ($550 with the core but I kept the core because I am making a 4.2L stroker out of it "EASY!")
Here is a run down on the costs so far
2000 Splitport engine $650
VMPXCal2 Tuner $200 (Was $400 but I sold them my old tuner for $200)
SuperSix Fuel Rail$125 (You need this to conver the 99+ returnless fuel to 94-98 return fuel.)
Used MAF$40 (My engine didnt come with this part and most wont.)
New CAI $50 (Ebay CAI's are cheap and efficent, but I got a MAC
)
Used Starter $20
99-00 Throttle Cable $60
Exhaust Gaskets$20
Oil and Filter$25
Manual Trans fuild $15
Throwout bearing $20 (Its good insurance to replace this on manual transmission.)
Total is $1225

Ported Lower Intake $15(Carbide burr and flap wheel sander 60grit and 120grit)
Mild intake and exhaust port job $20 (4 flap wheel sanders)
G10 3/8" intake spacer $50 (Made 3 out of a sheet of G10)

Plastic Windstand Intake$30 (I got a hell of a deal, even comes with the 60mm TB& sensors.)
70mm Throttle Body $175
Custom CAI $30 (I used tubes from ebay and an upper tube with vacuum fittings.)
Ceramic Coating Headers $5 (I just used the 1200 degree rattle can, works well.)
Smoothedheader firecone $Free (I smoothed it out because it was making turbulance,not now)
Total Cost $365
Estimated Horsepower gains: 35hp / 35tq Thats about right, 1hp = $10 dollars on average.
Total Project Cost: $1590 for 255hp (Roughly) Its not going to be much to the tires but its much better than stock. The windstar intake is a far superior intake to the stock splitport mustang intake and is optimized for airflow and nitrous.
