Default RE: Exhaust + headers installation

so i checked out two shops... only one will install the headers and they said it would be around $500 in labor for the installation for headers + exhaust system/H-pipe, is that a fair price?

ps. he said the LT's + catalytic H-pipe then exhaust will pass emissions/isn't illegal..
why do some people say it is?
Long Tubes are never legal, just like O/R pipes. Never heard of LT's that allow you to use Cats....?

That sounds like a fair price for an exhaust system using LT's..those are a biatch I've heard and may require lifting the engine.
Now im a little confused, so LT's wont pass emissions even with cats on, thats what I understood from that. Anyone care to explain to me why this is?
Long tubes aren't legal typcially for two reasons:
1) In many cases they end up deleting one pair of O2 sensors
2) They require relocating the Cats (usually further back) and thatif you can even fit cats. Any modification or movement of the cats is illegal, therefore, long tubes are illegal since you can't fit them without moving or removing the cats all together.

That and like I said before, it's not usual to see long tubes with cats.

That's federal law.
State requirements are different. Some, like AZ simply do a computer scan for OBDIIand that's it. They don't even look under the car. Only older than 96 get the dyno and sniffer. CA though gets all up in there like a proctologist going under the car, under the hood, and the dyno sniffer. If one component is switched or not C.A.R.B certified, you won't pass.
